As per your query.. Yes!! you will get Licence for Fertiliser and Pesticide shop after completing you B.Sc Biotechnology.

It have been stated that "Any individual who wants to run an insecticide/pesticide and Fertiliser shop in India should have to possess a graduate degree in agriculture science or biochemistry or biotechnology or life science or graduation with either chemistry or botany or zoology"

And, For licences to sell fertiliser you have to register your Aadhar Card by visiting the DBT Portal of Agriculture Department. Then go to its official website: http://upagriculture.com/ and fill all the information asked in the application form properly and complete all the other requirements.
