In 2018 the cut off for MS Ramaiah Institute of Technology for Computer Science Engineering in round 2 was 1131. Considering this you have very less chances of getting seat in this institute even in round 2. But cut off is subjected to change, it may increase or decrease slightly depending on number of candidates appeared, difficulty of exam and number of seats available.

Cut off vary year to year depending upon various factor's that's why we can predict only on the basis of previous year cut off . seeing the last year cut off for ramaiah you have very less chance in 2nd round of counseling to get a seat in cse with 3069 rank assuming your general rank but as cutoff vary every year you can expect for the best.
