Yes, you can apply for any government exam after b.ed Ba integrated course. You have mentioned government exams like SSC, so SSC CHSL is an exam that you can take even after 12 and for SSC CGL you are also eligible. And for this exam your age should not be less than 18 and should not be more than 32( Reserved category can avail some relaxation in age criteria).

And for UPSC you are also eligible. This is a civil service examination conducted for the post of IAS, IFS, IPS, etc. The basic eligibility for this exam is that you must have passed a bachelor's degree from a recognized university and your age must fall between 21 to 32.

The eligibility criteria, to write the exams like SSC and UPSC, you need to complete your bachelor studies, and should obtain the degree in it. After completion of your graduation you are eligible for the exams. As, BA B.Ed. is also a bachelor programme after completion of the course and obtaining the degree, you are eligible for the exam.
