Yes, you can totally appear for JEE mains while being in your college first year, and if you get a good score you will be eligible for a better college. The fact that you secured 63% may only be of concern if the college you want to opt for has a fixed criteria.

You can definitely go for JEE Mains while being in the first year of B.Tech, only you should have tries left and age limit doesn't exceed. And if you get good rank then you will have to pursue your program from the start in the new college.
If you wish to join in the 2nd year then you should look for Lateral Entries, through that process you can resume 2nd year from new college, but not IIT and NIT's provide that provision, only some state universities like DTU, Delhi.
Also considering for General candidate, you must have minimum 75% in 12th board examination to make your JEE Mains score valid nor you might not be given admission having less than that.

Yes, you can give JEE Main Exam this year also when you are in B.Tech 1st year. Now, if you get a good rank then you will get admission into a good college in 1st year only, not in 2nd year. Seeing that you have 63% in 12th Class, you can get admission in any NIT but IIT's require 75%+.
