Delhi University does allows you to add one non elective subject in your Best four aggregate,  but only in the case if BA programme. If you want to add music in your BFS,  you will face a deduction of some marks,ranging from 1% to 5% in you calculated BFS.

Yes you can include Music subject in your aggregate of best four but then a total of some percentage will be deducted according to the course in which you are interested to take admission.
There is course also which do not deduct marks from your aggregate and that is BA prog in Music.
For seeking admission in Music subject, an entrance test of music as a practical will be conducted.
