Generally second round of counselling means upgradation of choice so no fresh candidates or fresh choice is allowed in the second round.If you are not alloted seat in the first round you are allowed to restrict your choices among the colleges you selected before the counselling round.You are not allowed to counsell suddenly for a private college out of nowhere.If you are not alloted a seat of a particular college according to your score then wait for next round.
