Firstly, candidates have to register for counselling and fill their preferences for admission.Counselling for 15% All India Quota seatswill be administrated by Medical Counselling Committeeof the Directorate General ofHealth Services.

Well yes you can apply for both state counselling and All India counselling. And I would say you should definitely apply for both counsellings in order to explore your options and get the best possible college.

Apply for counselling and wait for the rounds of counselling .

Yes, of course you can participate in both all India and state Counseling procedures, the only point being, once you are assured of a seat in anywhere be it through All India quota or State Quota, you must opt out of the other procedure.
Just keep an eye on the respective websites to be duly updated.
