If you are talking about AIQ Counselling conducted by MCC, then YES. As it is clearly mentioned in their FAQ that “Registration facility will also be there at the beginning of 2nd round of counselling.”

There is no such compulsion that only those candidates will be allowed who had registered for the First Round.

According to my information if you did not register in round 2 you cannot register in round 2 and this is true for almost all the states.Still you may refer the mp neet site to see of there is option for fresh registration.

You may try to register for mop up round as they may open it for fresh registration.
