Yes you can study  M.sc Biotechnology (Integrated) 5yrs course and the prepare for the UPSC exams and appear for it as long as you satisfy the other eligibility conditions like age, etc.

When it comes to your educational qualification the condition states that Candidates must hold a graduation degree in any discipline from a reputed university.
