Hi aspirant,

Student who study in karnataka for a span of 7 years or more in any one or more government  recognized  educational institute .So if you were not from karnataka you can not write kcet.

In the case of ap eamcet student  should be the National resident of India . And meet  the criteria will be eligible for admission

if you belong to karnataka then you can write both exams .If you are from ap you can write ap eamcet  not kcet.
