Yes, of course. You are eligible and can apply for that. However, you can only apply for the UPSC Civil Services exam when you will be in your final year or would have been completed your engineering degree
The UPSC offers three engineering disciplines as optionals in the UPSC mains exam. They are civil, mechanical, and electrical engineering. They are indeed highly specialized subjects, and only engineering graduates are recommended to take them up as optionals.

The UPSC Topper in 2021 (2020 Exam) was a Civil Engineering Graduate from IIT Bombay of the Year 2018. So yes, you can clear or write UPSC CSE Exam after degree in Civil Engineering. Even if youre targetting UPSC ESE Exam, you can appear, if youre a Civil Engineering Undergraduate.
