Hello Lesha, See there is nothing mentioned on their website related to open school or private school candidate should not apply for it. If there was any situation then they would have mentioned it but they did not... So, as of now you can apply for it....

UPSAT is UPES Law Studies Aptitute Test is a entrance test for law conducted by University of Petrolium and Energy Studies. As per the eligibility criteria provided, nothing is mentioned about NIOS students. So, as per now, you can apply for ULSAT.
