KCET is an entrance examination for admission to Engineering, B.Pharmacy, Farm sciences courses at State level in Karnataka. And this exam is for Candidates who fulfil the domicile criteria of Karnataka. You should have studied in Karnataka for atleast a period of 7 years to be eligible for Karnataka domicile. But if you are n ot from Karnataka, you should appear for COMEDK which is an entrance examination and open for Non Karnataka domicile students.
