State level OBC refers to the specific groups of state which come under the Backward classes of the society, but it is not always necessary that all of these groups come under the national recognised Backward Groups of the society.

Once you have got OBC category, then you are not eligible for any other category such as EWS because it is meant for those in General category and have low Financial Assets.
