Hi Akash tiwari,

EWS certificate is used for getting 10% reservation in govt. jobs and educational institutions. As it is a central govt. document,So it is fully valid in Delhi University and as per govt. document EWS certificate is issued by any officer not below the rank of Tehsildar is valid. So you can go with this certificate.But also confirm from your University first.
