The syllabus for IPU CET economics honours is broadly divided into three categories:

• Economics and statistics( basics of class 12)
• Mathematics(basic topics of class 12)
• English(unseen passages , vocabulary , grammar of level upto 12)

As far as the cutoffs are concerned , then it is all a play of ranks , if you get good rank , you will get good college otherwise a low ranked one or no college at all.You can check the cutoff ranks for IPU CET by going through the following link:
