There are no restrictions for counseling. You can go for both the counseling; State and All India. 

For your information, the All India Quota Counseling is done online and NEET official will be releasing the dates as well as the portal. You can apply for Government, Private and AFMC in that portal.

Whereas the state counseling is done either offline or online, depending upon your state. The dates will be released soon the AIQ Counseling starts. Keep yourself update or you'll miss the counseling.
