Yes, Obviously you can change your your stream of branch to another branch, but it is possible only after completing of your first year that means two semesters.

To do so you should get high marks in your first year, so that you will not face any trouble in changing your stream.

The details of branch change mechanism in Jadavpur University are yet not very clear because of it being a rather new provision. But I can tell you that you'd be given a chance to do so after completing your first year of study, subject to the availability of seats.
