Yes,sure if there are any medical colleges that has been opened new as it is mentioned that in some of the states the new medical colleges has been opened.so you can join them through counselling but make sure that in which ever college that has been opened new check that it is affiliated from main head of medical council than only you go for that college.
But regardless of all these being th first batch and basic foundation of the college you may be facing some problem at college it may not be much smooth but as the year passes everything will get normal.

So,yes if you want to join the new medical college you can join if it is affiliated with medical council of India.

Yes, you can join new colleges if your ranking is suitable for the cut off of the particular college you are willing to join.

As there are few MBBS colleges which have increased there seats this year, around 3,000+ seats have been increased.
