According to the VITTEEE 2019 Eligibility criteria,

• Nationality:- Indian nationals/NRI/PIO/OCI holderAge
• Born :- on/after July 01, 1997.
• Minimum Marks:- 60% marks in Physics,Chemistry and Mathematics or Biology (PCM/PCB) in +2 (or its equivalent)

VITEEE 2019 aspirants should have either completed or appearing in 2019 in the following eligible qualifying examinations:

• Class 10+2 conducted by the State Board/CBSE/ISCE.
• Intermediate or 2-year Pre-University Examination conducted by a recognized Board/University.

So you can only appear for VITTEEE in the year you complete your 12th Boards.
