To get the state quota for up in NEET 2019 you need to be a resident of up at least 8 years as laid down by the authorities and must have your proof of domicile in the state are you must have given vote your class 10 and 12 board examinations from a school affiliated update the UP board whatever the case may be
in case you do not have the requisite domicile all the pass certificate from the school of uttar Pradesh you will not be eligible for the state quota but can still obtain seats in the state using the 15% all India quota for which although you might require higher rank

NEET Reservation policies and criteria are applicable for 15 % All India Quota (AIQ) seats as per Government of India norms. On the other hand, criteria for reservation in state quota seats are subject to the rules of the state governing body/counselling authority. To claim seats under reserved categories through NEET , candidates must satisfy additional criteria specified in the official notification.  There are so many things involved in it, like passing X/XII school from UP Schools or else you should have domicile of the state.  You need to read the prospectus carefully.

The previous year cutoff are in between 550 to 570 marks among the different colleges in Uttar Pradesh for 85% state quota seats. So, you have to score more than that.
