CSAB stands for The Central Seat Allocation Board (CSAB). CSAB is a special counselling,conducted after JoSSA admission process and is basically conducted to fill the vacant seats in Indian Institute of Information Technology (IITs), National Institute of Technology (NITs), and Government Funded Technical Institutions or GFTIs.

Inorder to get your fee back, you have to first exit from the Counselling processes within the required Round and then apply for the Seat Refund procedure.
