Dhruvi, it is not clear whether you left DNB half way through without taking your certificates or you have formally resigned from your seat. This is important because if you left the course abrupt, you cannot take admission in any other course. You need to reach out to your Administration and complete the formalities, resign from your seat and take back all your certificates. But if you completed this process and you have all the necessary documents required for DNB Counselling, you can certainly attend the counselling process.
