The University of Delhi gives relaxation to the extent of 5% in the minimum marks is given to the applicants belonging to SC and ST for UG courses and it is applicable for B.Com as well.

An aggregate of 45% (40% for SC/ST) marks in the +2 examination with Mathematics/Business Mathematics. This minimum percentage is calculated on the basis of the best of four subjects including one language and three best subjects.

And if you meant cut offs, then last year for SC category in B.Com went as high as 92.75% (1st cut off list) and as low as 59% (9th cut off list).
