As you know MCI is the abbreviation of Medical council of India. Every institute providing a MBBS degree has to take permissions from the authority. 

MCI recognised seats is the total number of seats of which the institute have the recognition. You can take admission is either one of them, the only differnce is people who have done MBBS from MCI recognised seat can only practice medicine in the state of the institute and not outside. Where as MCI permitted candidate can practice all around the country.

For example, if you have done MBBS from Delhi in a MCI recirecogn seat you can practice it in Delhi only .
