Depends , some college take admission based on 12th board ,some on jee score, some on kcet score  or college have their own entrance exmas.The best colleges for cse is MIT,BIT,NIT ,RV ,Ramaiah, PES, BMS and etc

No you cannot get admission into Btech courses through your 10+2 HSC marks. You either need JEE or KCET or some other competitive exams' score to be a part of Btech graduation. I will enlist below the top CSE colleges in Karnataka -
