Yes, you have to pay the acceptance fees even if you want to float your choice else you will be out of the JOSAA counselling.

Float option means you are confirming your seat and participating in the next round to get a better option. If you get better option than the previous one then your floated seat will get cancelled and you will be able to confirm the better option.
