If the college is belong to your state and you want take a seat under state 85% quota seat then it is necessary to submit your domicile certificate but if you want to counsel under all India quota then no need of domicile certificate

Yes. Domicile is must for a particular state in which you wish to avail a government medical college mbbs seat (state quota seats)..
However you don't need any domicile if you are taking/getting a governement medical college mbbs seat through all indai quota counselling.
