As far as I know, Yes, the Railway Protection Force ie RPF comes under the defense quota for admission.

Also, Yes, you can take admission in MHTCET colleges on the basis of defense quota. There is a 5% reservation for this purpose. You have to select that option during the counselling round of admissions and then present the required documents as a proof to your claims
