If you have registered in the first round then you don't have to register again. If you visit the online site and read the broucher then you will get a paragraph saying:- "Please note that Registration facility will be available before start of 1st Round on date as notified in Counseling Schedule and Candidates who could not register at beginning of 2 nd Round. Candidates who have already registered during 1st Round need not register again. Also, Fresh Registration will be available before mop-up round of the counselling to be conducted by the DGHS."

If you have already registered for Round of All India Counselling, you needn't register again for Mop up round.
Only those candidates who haven't registered earlier need to register afresh. This is an online procedure. The mop up round is conducted by DGHS for Deemed and Central Universities.
In the mop up round the net vacant seats due to non joining, non reporting from Round 2 will be published in the seat matrix and eligible candidates will be allotted seats according to choice and merit.
