As you have mentioned the two IIITs, I can confirm that as per their official sites, they do require 60% in 12th board. IIIT Bhubaneshwar provides admission to both State quota students and All India Quota. The state quota students have their separate counselling organized by IIIT Bhubaneshwar. It is in this couselling Orissa students require 60% marks in 12th board.
