For USA, you will only get a visa once you have gained admission to a graduate or undergraduate program at any sponspor university, therefore, you will have to fulfil the university's minimum IELTS score requirements in order to gain admission. This score is generally 7.0+ for the top universities and 6.5+ for other programs/universities. A score of 6.0 or below is very rarely accepted at any of the good programs in the USA, therefore, a score of 5.5 may pose as a problem to acquiring admission and a subsequent student visa for USA.
