Admission into for universities depend on a lot of factors. IELTS is one of them and it is basically to a proof of your proficiency in the english language. Other than that, your academic and co-curricular performances are considered. Even if you had a poor record in the past, but have demonstrated stark improvement in recent times, your chances for getting admission go a bit up. Along with that proper essays, and strong letters of recommendation and a good record of volunteering work increase your chances for getting admission.

I am doing b.com 2 year then i am eligible for ielts exam ?? can i give ielts exam between 2 year of b.com
For taking the IELTS, your minimum age should be at least 16 years & you must have a valid passport.
You will be eligible to take the exam if you fall into one of the categories:
- Planning to study in UK/Australia/Canada/New Zealand/USA
- Being a medical professional, planning to work or study further in UK/Australia/USA
- Planning to emigrate to Canada/Australia/New Zealand.
So yes you may give the ielt exam even if you are pursuing bcom and in 2nd year.
Hope this helps.
