Hey thanks for contacting careers 360

He can surely write the entrance exams conducted by various colleges.
Though he does not meet requirements.
He can admitted if he scores in supplement and gets the certificate from the government before the counseling of respective exam.

He should be able to show the certificates with required score in counseling.
