Hello Harshitha , From some research on internet I found that for general category students All India Rank is consider but for other then general means reservation students like OBC, SC, ST, EWS that all are able to consider there state or All India rank both for counselling.

During state counselling, only the state rank is taken into consideration. No all India rank (AIR) is taken into consideration at the time of state counselling. All the other necessary documents is asked in state counselling and all India counselling but the difference is in state counselling, the domicile certificate is asked while in all India counselling, the domicile certificate is not asked. Also the counselling is conducted by two distinctive authorities and they don't merge with each other.

The state ranking or the state merit list is prepared for the registered candidates according to the All India Rank. So indirectly all India rank is taken into account.

But, yes seats are allotted according to your rank in the state merit list.
