Whichever counselling it is , either state quota counselling or AIQ counselling, if you have OBC-NCL certificate then you be considered eligible for all the reservation benefits of OBC category and if you lies under OBC -CL (Creamy Layer) category then you will be considered as General or UR candidate.

This is because only NCL candidates are considered for reservation not CL candidates.
