As you have failed in class 12 examination in state board of Education and willing to appear for repeat examination from National Institute of Open School system in commerce stream then you have to appear for external candidate with a system of on demand examination system for class 12 in commerce subjects. This chance  you will get as an external candidate of NIOS.
