Computer Engineering includes both electrical  and computer science engineering which means both hardware and software whereas computer science engineering focuses only on in-depth software knowledge . There is not much difference between CS and IT but talking about overseas, pursuing IT opens up more job opportunities which are not always related to software development unlike in the case of CSE and CE. So, I would recommend going for Information Technology.
