If you are within the top 20 percentile in12 th exam of your board or if you belong to SC/ST you are eligible to take JEEadv subject to the condition that you obtain the cutoff marks in JEE main .

No, you are not eligible for JEE advanced.

Below is the criteria of JEE Advanced-

JEE advanced is that candidate should be in Top 20 Percentile or 75 per cent marks in the Class XII board exam, whichever is lower. In other words, an aspirant, who has qualified JEE, should either figure in the top 20% performers of the Class XII Board examination or marks at least 75% to be eligible for admission to IITs.

You can take JEE main ,but will not be eligible to take JEE adv or admission in NIT/IIIT etc if you belong to Gen/Obc cat or if you are not within top 20 percentile in your board exam.If you belong to SC/ST you are eligible for JEEadv subject to the condition that you can score the cutoff marks as set by CBSE for 2017.
