For both EEE and EE students there is only one paper to appear for i.e., the GATE EE paper. The syllabus of GATE 2023, don't released yet as a result, you should have to wait. But in general, the syllabus of GATE don't change every year. So if you want to start preparing, consider the GATE 2022 syllabus and keep on going with your preparation.
