The tution fee must have been paid online as errors or double payment happens pretty often. Ask your friend not to panic and incase he has paid via PAYTM, it will be refunded in 24 hours or else if it was an online net banking or any other type of transaction, ask your friend to email the issue with a screenshot or the double payments to the TS EAMCET authority
