The JNU applications have not started yet. As per the notice that was announced on december 12 2018, it was said that the dates for application and registration as well as entrance would be released shortly but there has been no more notices after that. It is expected that the applications release shortly. So you need to wait till any official notice is released.
Keep a check on the official site for latest information.
