The "marks vs percentile" changes every year depending on the difficulty of the paper, and the number of candidates appearing for it.
Analysing the previous year data, for 213 marks, you will get around 99 percentile, which will fetch you a good rank. For 99.0 percentile, your All India Rank will be 9000 approximately. Since you belong to the SC category, your category rank will be around 500 approximately. With this rank you can get admission in the top NITs and IIITs.
Also note that the cut-off rank changes every year depending on the difficulty of the paper, and the number of candidates appearing for it.

According to the marks you have mentioned in the question your category rank would lie in the range of 0-56 and overall rank lies between 1118-2768 and category percentile based upon these marks will be in the range of 99.78-99.98 on the other hand your overall percentile would be 99.66-99.86.
