Your CGPA of 5.5 is slightly below many NITs’ ST thresholds, but it's exactly at IIT Jodhpur’s minimum requirement. More importantly, there’s historical flexibility several ST candidates with CGPAs of 5.8 to 6.0 have gained admission, and peer discussions suggest that sometimes institutes do consider applications with a CGPA a tad under the threshold if your GATE score is strong
