He can surely get into one of the NITs but then it depends of him if he is satisfied with the college he is getting. He aslo has to wisely decide the branch of engineering he wants and if he prefers a better college over his likable field of study. In both the cases, the decision should be his, but I would suggest that he gives importance to the branch as a good college is nothing you are not comfortable with what you are studying.

Congratulations to your brother. Yes he can get kid and low tier NIT colleges with good branches. He can also get top NIT colleges like NIT Calicut, NIT Delhi and others but with lower branches and in 2nd or 3rd round. I would suggest he go for kid tier NIT colleges such as :
