If your admission in BSC 1st year  was not conditional that you will not eligible for getting TC for admission in other college on  running of your course in the respective college. You will not be any dilema to get transfer certificate from the authority of your college. After applying for this even you have not got it you can take the help of any help of any law agency to get the  TC. Because any college has no authority to oppose any student to get TC for admission to another college if or whether the students admission is unconditional. First of all you prey  and send a request application to the authority for your need and you will get the required paper of TC.
