hello sir , i have completed 10th with all subjects ,12th completed with commerce stream without mathematics and b.com also completed ! can i apply for SSC CGL exam for SI post ? and which post apply in railway please reply sir

Yes you can apply this examination. But this examination you have prepared quantitative aptitude, English language and comprehension, statistics, general studies. If you are practice those things then you will be passed this examination.
