I sorry to infom you sir that you are not eligible for NEET UG.
As per the eligibility criteria the upper age limit for NEET is 25 years as on the date of examination under NEET eligibility with relaxation of 5 years for candidates belonging to OBC/SC/ST category.

Yes, you are eligible. As per the eligibility criteria a candidate must have completed 17 years of age on or before 31st December. Must not be more than 25 years of age for unreserved category and 30 years of age for reserved and PwD category.
