Yes you definitely are eligible for applying through JoSAA. The criteria for admission is your 12th percentage should be in the Top 20 percentile or above 75 percent. But whether or not you will get admission in government colleges is difficult to say. It's actually very difficult considering your score, but you can still try. All the best!
