No, there is no fresh registration for Maharashtra NEET UG 2021 Counselling process. The registration for the Counselling started from January 13 to 17, 2022, till 5:00 PM. The web options filled by the candidate before first round seat allotment will be considered for all rounds including mop up round. If you haven't registered for the Counselling as per thr above mentioned schedule you cannot apply later as the registeration window is already closed.
